maybe people's casual decks are to powerful so here's a chanlenge to those out there who think their decks are such.
build a deck with: no cards priced over $10.00
and no more than: 2 cards priced over $5.00 6 cards priced over $3.00 (all prices use starcity games)
75% of your deck should be common or uncommon.
maybe people can try building decks like this if they have trouble limiting their selfs

*Note that SCG prices are usually higher than anywhere else. Bloodghasts are readily available on other sites for $5-$6 and under.

If I pull the two Sol Rings and the Skullclamp, Scarecrow Tribal deck qualifies for this.
It's a good idea, but I'm not sure if it really stops everything you're intending to stop.

should I make it more restrictive?(like nothing over $5?) also your scarecrow deck is more or less what this was going for.
my ninja deck has 5 rares and has 2 cards over 2 dollars. (raven guild master is 4 and a half dollars??)

It's the problem with the people, not the restrictions. What are you going for is a way to make decks less competitive. The problem is that the people are competitive, not the decks.

My scarecrow deck is a viscous combo deck that frequently and systematically dismantles multiple opponents at a time. It often (can, if I targeted land) destroy every permanent that all of my opponents control three times over. There's a reason I play it maybe once a month despite the fact that its my favorite deck. I can't imagine that my scarecrow deck is what you are aiming for with this.
The answer here is to try and have people tone down their decks. If I enter a casual game with players who I know have not put the resources into some of their decks like I have, I'll bring out more lighthearted decks, and leave Reaper King and Transmuter and Eldrazi 12-post in the box. Sometimes I'll bring them out in very large games because many people have a better chance of stopping them. Actually, one of the reasons I wish more archenemy got played is because it would give me a chance to use decks like that more often, but that's another topic.

no my real motive is to make people play less legacy breaking shit. will's scarecrow deck is prof that you can make a ridiculous deck on a very low budget. and I feel that makes the deck more legit because you didn't make the deck with the crutch of the broken stuff. I thought of this when, a few days ago, a person showed up to magic club with vintage staples in his deck, (IE moxen) I figured he had those cards for a reason and took it as a chance to pull out a few of my stronger decks. with my what I would consider the weakest of my stronger decks (ninjas) I proceeded to wreck him 2 games in a row. dominating him in both removal and card advantage. (thats what ninjas are supposed to do) after the games I realized that my under $10 deck beat his several thousand dollar deck and I got a chuckle out of that.

well just about all my decks fit this except for Myr deck. But then again most of my other decks are bad. (excluding mono red vindicate)

His deck was a clusterfuck of random white/black cards that did not synergize at all. It is true that it is possible to make a good deck with budget cards. Legacy elves synergizes very well and fits easily within anyone's budget (only pricey card is glimpse of nature which was previously ~$7-$8 when I traded for them). In addition, my skithiryx edh deck contains only ~8ish rares which can easily be substituted out for other cards. Price of deck is not directly proportional to the quality of the deck although having pricey cards definitely makes making a good deck easier. However, I aim to make my decks at least better than precon ones that anyone can pick up at a store for $5.
