When designing cards, sometimes there can be cards that people might think should cost higher, but would be underwhelming at higher; i.e. something that would be a little too strong at but would be too weak (for the format) at . What do people think of this as a situation in which it makes sense to use phyrexian mana and make a card that costs ?

I think it depends upon the card. If a card serves as removal (saw you wanted to do 2 counter target spell unless its controller pays 4)-- that just feels too powerful because you suddenly put a counterspell that hits a wide range of things into nonblue. Putting removal into single phyrexia mana seems dangerous. I suppose it all depends how deeply that card is entrenched in its color pie

I don't think there is much more room for phi mana outside of what exists in NPH.
